The snails shell lifts off and the cone incense is placed on the snail.  Light up and cover with shell.  Incense comes out of three tiny holes at the top of the shell.  This was acquired at an antique auction here in Kansas.  Unknown maker and unknown year.  Weighs over 1 pound.
